General waste — used cotton wool can't be recycled or composted (except pure-cotton, unbleached, with no product on it).
Cotton wool with makeup, nail varnish or lotion on it is general waste. Pure cotton pads with nothing synthetic can technically be home composted, but most contain synthetic fibres. Reusable washable pads solve it.
